What is Excelsior Pass?

Excelsior Pass provides secure, digital proof of COVID-19 vaccination or negative test results. There are currently three types of Passes:

  • COVID-19 Vaccination Pass (available 15 days after the final dose of the vaccine was administered; valid for 365 days)
  • COVID-19 PCR Test Pass (valid until midnight on the third day after a test)
  • COVID-19 Antigen Test Pass (valid for 6 hours from the time of a test)

Similar to a mobile airline boarding pass, New Yorkers can store Passes digitally on their smartphones or print them out to present at participating businesses and venues.

Businesses can use Excelsior Pass to aid compliance with State reopening guidelines.

How do I use Excelsior Pass?

Businesses can immediately begin using Excelsior Pass by downloading the Excelsior Pass Scanner app from the Apple App Store or Google Play Store and completing a short registration form. Businesses are encouraged to let their customers and employees know that they are participating in Excelsior Pass.

This Excelsior Pass User Guide is a “how-to guide” for event organizers and venues to implement the New York State Excelsior Pass for events and large gatherings.

How do businesses interact with Excelsior Pass? What role do they play? 

Business participation across the state is critical to the success of Excelsior Pass and the safe reopening of New York. After downloading the Excelsior Pass Scanner app from the Apple App Store or Google Play Store and completing a short registration form, businesses can immediately start notifying customers and employees that they accept Excelsior Pass and pointing them to http://ny.gov/excelsiorpass for more information.

As a business, you will be responsible for scanning Passes and only allowing entry into your establishment for those with valid Passes or alternate forms of proof of vaccination or negative test results, in accordance with State reopening guidelines for your industry. You are required to verify identification by matching the name and birth date on the Pass to a photo ID.

Once an individual or party is admitted to your establishment, please remind them to follow any health guidelines that may be in place.

How will my customers and employees use Excelsior Pass?

After someone has been fully vaccinated or tested negative for COVID-19 in the state of New York, they can download the Excelsior Pass Wallet app and retrieve a COVID-19 Vaccination Pass, COVID-19 PCR Test Pass, or COVID-19 Antigen Test Pass. They may also choose to print a paper Pass from the Excelsior Pass website at https://epass.ny.gov.

Businesses use the Excelsior Pass Scanner app to ensure that a Pass is valid.

Adults can hold Passes for accompanying minors. 

How can New Yorkers without a smartphone or internet access provide proof of vaccination or negative test results?

Participation in Excelsior Pass is voluntary, designed to be inclusive of all New Yorkers, regardless of access to a smartphone. You can easily print a paper Pass via the Excelsior Pass website at https://epass.ny.gov.

New Yorkers can also show alternate proof of vaccination or testing, like another mobile application or paper form, directly at a business or venue.

How do I sign up? What information do I need to share about my business?

After you download the Excelsior Pass Scanner app, available for free from the Apple App Store or Google Play Store, you will be asked to complete a short registration form that includes your business name, industry and the zip code where you will be validating Passes on that device. After completing the registration form, you may begin using the Excelsior Pass Scanner app.

How does the Excelsior Pass Scanner app relate to other business-specific apps? (e.g., Square, Toast, OpenTable, Salesforce)

At present, the Excelsior Pass Scanner app is unique to any other business applications. However, Excelsior Pass was intentionally built as a flexible and open technical platform that can be integrated with other applications in the future for a seamless experience.

Participation in Excelsior Pass is voluntary. If your business chooses to participate, the Excelsior Pass Scanner app is the only approved application for validating Passes.

What do I do after I finish scanning someone’s Pass?

If the Pass you scan is valid, you are required to verify identification by matching the name and birth date on the Pass to a photo ID. In accordance with State reopening guidelines, if no photo ID is available or the Pass does not match a photo ID, entry should be denied.

If the Pass you scan is invalid, please share with the Pass holder the reason for which the Pass is invalid, as it appears within the Excelsior Pass Scanner app. In these cases, you may accept an alternate form of proof of vaccination or negative test results, like another mobile application or paper form. Is it okay to scan Passes for multiple people on one device?

Yes, so long as a matching photo ID with name and birth date is presented alongside each unique Pass for adults aged 18+.

Someone has a valid Pass, but doesn’t have a photo ID with them; what do I do?

In accordance with State reopening guidelines, if identity verification is not possible, entry should be denied.

Is the data about my business safe and secure?

Data you provide about your business is maintained in a secure manner and will not be used for sales or marketing purposes or shared with a third party.

What data does the Excelsior Pass Scanner app collect or store?

When you register your business, you will share your business name, industry and the zip code where you will be validating Passes on that device. When you scan a Pass, the app collects analytics about the type of Pass and the result of the scan. No personal information from Passes is collected or stored.

Will I be able to access personal health information about my customers or employees?

As a business, the only information you can see through the Excelsior Pass Scanner app is the Pass type, Pass status, and the Pass holder’s name and birth date, so it can be verified against a photo ID.

Does Excelsior Pass track my location?

No. Excelsior Pass does not track your location.
